Zambia ‘s Civil Aviation Authority (ZCAA) has signed a training service agreement on managing compliance with ICAO Standards and Recommended Practices (SARPs) with the International Civil Aviation Organisation (ICAO), the United Nations agency in charge of global civil aviation.
The training service agreement aims to ensure improved safety standards in Zambia’s aviation sector.
The agreement was signed on the sidelines of the ICAO Global Implementation Support Symposium – which recently took place in Abu Dhabi, United Arab Emirates.
ZAMBIA ICAO TRAINING AGREEMENT
This Training Service Agreement signed by ICAO Secretary General Mr. Juan Carlos Salazar will enable ICAO to offer an ICAO instructor-led training to the Zambia CAA on Managing Compliance with ICAO Standards and Recommended Practices (SARPs).
The course will indeed address the training needs of aviation personnel and aims to develop competencies relevant to the staff of the ZCAA and relevant aviation stakeholders in Zambia.
Furthermore, the training will enable the CAA to provide enhanced safety and security oversight over the local aviation industry in order for senior and middle managers to plan, manage and continuously monitor the implementation of ICAO SARPs in their States.
The course also places emphasis on collaboration between the CAA and the industry in order for both parties to set SMART parameters the CAA will use when assessing the operators.
The course delves into the:
– Development of a strategy to comply with ICAO SARPS
– Management and implementation of national requirements
– Monitoring compliance with ICAO SARPs
The Zambian CAA has scheduled to undergo another ICAO Audit, the Universal Security Audit Programme Continuous Monitoring Approach (USAP CMA) next year.
Managing Compliance with ICAO Training will be a precursor towards the successful preparations of the 2026 ICAO USOAP CMA in Zambia.

ZAMBIA CIVIL AVIATION AUTHORITY
Zambia Civil Aviation Authority (CAA) is the regulator of all Civil Aviation Activities in Zambia.
The ZCAA was established by Act of Parliament, No. 7 of 2012, as an autonomous Aviation regulator in line with international best practice as well as to enable the creation of an effective safety oversight authority in Zambia.
The CAA seeks to provide effective and efficient regulatory services to the Aviation industry; ensure legal compliance and provide safety assurance for all air transport users in Zambia.
The CAA underwent an International Civil Aviation Organisation (ICAO) Universal Safety Oversight Programme Continuous Monitoring Approach (USOAP CMA) between 21st August and 2nd September 2024 and scored 72.94%.
ICAO has also scheduled a Security Audit (Universal Security Audit Programme Continuous Monitoring Approach on Zambia for 2026.
